Torquay house valuations: past dates, family transfers and surveys

This page answers questions Torquay owners ask when they need a figure for a house: valuing it at a date years back, moving it to a relative, and whether a valuation is the same thing as a survey. Each answer is general information; the purpose and the date decide which report fits.

Is a house valuation the same as the value on my Surf Coast rates notice?

No. Surf Coast Shire rates on capital improved value, which the Victorian Valuer-General sets every year for the land and the house together. The council's objection page says the current figures reflect market prices as at 1 January 2026. It is a mass valuation struck for rating across the whole shire.

A house valuation is prepared for one property, one purpose and one date. It describes that particular house, with or without an inspection, and relies on the sales closest to it in time and kind. The rates figure can be a useful cross-check, but it is not a substitute when an accountant or the State Revenue Office needs market value.

Can a Torquay house be valued as at a date years ago?

Yes, and this is common for capital gains tax, cost base and deceased estate work. A retrospective valuation uses only the sales that had settled by the chosen date and describes the house as it stood on that day.

In Torquay the second half of that takes care. Surf Coast Shire's Urban Futures Strategy page for Torquay-Jan Juc says the town gained about 5,500 new homes over the last two decades. A house in an older street may have gained a second storey, while whole estates nearby did not exist at the earlier date. The valuer needs photographs, permits, old listings or old rates notices to fix what was there, and can only compare it with sales that had happened by then.

Do I need a valuation to transfer a Torquay house to a family member?

Usually, yes. The State Revenue Office assesses duty on the higher of the price paid and the market value. It lists a price equal to or less than the property's current CIV for rating among the cases where it may require a valuation, and says that where it requests one, the valuer must be certified by the Australian Property Institute.

The SRO's evidentiary requirements for related-party transfers also set timing. For a gift or a transfer without a contract, the valuation should be within six months of the date of the transfer. For a sale under a contract between related parties, it should be within six months of the contract date. Appraisals that do not state the valuer's qualifications are rejected.

A family arrangement in Torquay often involves a house that has been added to over many years. Duty follows the value of the whole property on the day, not the figure the family agreed between themselves. The stamp duty valuation is written for this purpose.

Is a valuation the same as a site survey?

No. A valuation is an opinion of market value. It relies on the title, the plan of subdivision and the planning controls, but it does not re-establish boundaries or measure where a fence or building sits relative to them. That is a licensed land surveyor's job.

The planning side is something you can check yourself. Surf Coast Shire's planning permit guidance points to VicPlan for a Planning Property Report showing the zone and overlays, and to Landata for a copy of the title. Both are worth having before a valuation of a Torquay or Jan Juc block, where scenic, character and bushfire overlays apply in parts of the district.

Does it matter if my land is near Spring Creek?

It can. The State's Surf Coast planning policy, released in April 2022, places the Spring Creek area outside the protected settlement boundary for Torquay-Jan Juc. Surf Coast Shire's amendments page still lists the Spring Creek Precinct Structure Plan, Amendment C114, as awaiting decision. A valuation works from the zoning the land actually has at the valuation date, not from a rezoning that has not happened.

Which report do I need for a Torquay holiday house?

If you are selling a holiday house or a former home and your accountant needs market value at a past date, order a CGT valuation. If you only want to know roughly what the house is worth today, an Automated Market Assessment gives an unsigned estimate, and the site FAQ explains how that differs from a signed valuation. For anything that is not clear, contact the site with the address, the purpose and the date.
